Someone who enrolls outside of the specified times each year when an employee can choose or change benefits in an employer-sponsored health care. It can also refer to someone who declines enrollment when first available and enrolls later during the next open enrollment.
The main time when someone can enroll is called annual enrollment or open enrollment. New staff can enroll when first beginning their jobs.
If you are a late enrollee for a Medicare prescription drug plan, and you don’t have creditable drug coverage from another plan (like an employer-sponsored health plan that includes Rx coverage) you must pay a late enrollment penalty in addition to your monthly Rx plan premium.
